Service Line Responsibility and Compliance Requirements

Policy Overview:
Pursuant to the Sudbury Water District Rules and Regulations and in compliance with applicable public drinking water standards, the property owner shall bear full responsibility for the maintenance, repair, and regulatory compliance of any service line leak or break located between the curb stop and the building structure.

To ensure regulatory compliance, protect public health, and mitigate water loss, the following directives are hereby issued and shall be strictly enforced:

1. Licensed Contractor Requirement
All repair or maintenance activities involving components of the public water system must be performed exclusively by a contractor duly licensed and authorized by the Sudbury Water District. The use of unauthorized contractors is strictly prohibited and will constitute a violation of District regulations.

2. Mandatory Repair Timeline
Upon notification of a service line failure, the property owner is required to complete all necessary repairs within fifteen (15) calendar days. Failure to meet this deadline will be considered a breach of the Sudbury Water District Rules and Regulations and may result in enforcement action.

3. Permit Application and Fee Submission
Prior to initiating any excavation or repair work, the authorized contractor must submit a completed General Water Permit Application, along with all applicable fees, to the Sudbury Water District for review and approval. No work shall commence without prior authorization.

4. Inspection and Final Approval
All completed repair work must undergo on-site inspection by Sudbury Water District personnel. Final approval must be granted prior to the backfilling of any trench. Proceeding without proper inspection and approval will constitute noncompliance with District regulations.

5. Enforcement and Service Disconnection
In accordance with Article IX of the Sudbury Water District Rules and Regulations, failure to adhere to the above requirements may result in immediate termination of water service to the subject property without further notice.
