District Responsibility Externally
The District is responsible for all street side piping and water appurtenances up to and including the curb valve and box used to shut off and turn on water suppling a building or residence. The curb valve and box are generally located near the property line and the public way.

Right to Enter Property
In accordance with the provisions of the Massachusetts General Laws Chapter 165 Section 11D, the District may enter premises to install, examine, calibrate, repair, test or remove meters and automatic reading devices. The District requires a minimum 2-foot x 2-foot access to the meter and inlet meter valve for providing service repair and/or replacement.

District Responsibility Internally
The District is responsible for the maintenance and repair of the Street-Side Shut Off Valve (aka First Valve) and the Water Meter.  Only the District or those authorized by the District are allowed to perform maintenance, repairs, modifications, and upgrades to the:

  • Street Side Shut Off Valve (first valve) and
  • Water Meter

Property Owner Responsibility Externally

Property Owner Responsibility Internally
Excluding the Street Side Shut Off Valve (aka first valve) and the Water Meter, the Property Owner is responsible for all other plumbing appurtenances including the Owner Side Shut Off Valve (aka second valve) and Pressure Reducing Valve (PRV). The Property Owner is also responsible to protect the Street Side Shut Off Valve and Water Meter from damage, including freezing, vandalism, theft, or other possible causes. Frozen or damaged meters will result in replacement costs billed directly to the Property Owner.

Persons or entities seeking to perform work involving the District’s drinking water distribution system including but not limited to water main/service pipe installation, excavation, repair, relocation, or disconnection on both public and private ways/parcels must hold or acquire a valid Water Contractor License issued by the Sudbury Water District.
